After the Committee of Detail has gone through all the various proposals, they delivered the first draft to the Convention. Article XIX was listed and the text is below. Note that it has similarity to the ratified version. But also note that amendments from the States by Convention, were the only listed source for the proposal of amendments. Congress was NOT included.
