I read with interest Lee Hamilton's column of March 18, 2015.
Governing By Crisis Isn’t Governing At All

I agree that the Federal government in D. C. is paralyzed by the constant attention of moving from one crisis to the next. But it is their own fault they have fallen into this routine. For 100 years they have strayed from the original plan laid out in the Constitution by almost daily modifying the intent and interpretation of it by passing laws they should not, Presidential actions including “Executive Actions”, Supreme Court judgments, and edicts by numerous unelected agencies such as EPA, HHS, DHS, and many more. It is this departure that pads their jobs and at the same time renders their governance crippled and unsuccessful. All three branches of government are their own, and our, worst enemy.
Reading the Declaration of Independence now seems so fresh if applied to our condition today.
“In every stage of these Oppressions We have Petitioned for Redress in the most humble terms: Our repeated Petitions have been answered only by repeated injury.”

We elect, with great hope, new representatives and at every turn, Congress turns against us. It is a ship with the rudder stuck that elections alone cannot turn. And the other branches of government ride this Titanic effort to the deep sea.
We have long left the goal of the Constitution:
“We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity”

None of these objectives is being achieved in today's realm.
The fault for this dilemma lies closer to home. It was always the responsibility of the States and the people to rein in the Federal government as it was their creation to start with. And from the beginning it worked well, and the States failed to pay attention to the drift away and re-assert their control.
Thankfully, the States formed the Constitution with an important “Break the Glass” fire box with the power to repair the drift and avoid crisis management by re-asserting the founding principles. That is found in Article V of the Constitution where the States retained the power to rein in Federal overreach by proposing amendments that Congress, in their self serving operation, would never do. And the States can then ratify the same proposed amendment which makes it law.

By following this procedure, we can move toward solving Lee Hamilton's problems with the government, it's crisis management proclivity, high spending, high taxing, failure at common defense, and many other problems. Lee Hamilton knows them well and speaks from experience having served as a Democrat member of the U.S. House of Representatives for 34 years. Like Ronald Reagan said, his party has left him and us. And the whole government has left us all behind.
